I think you need to look again. The 'Planner' is actually the "Capacity Planner Grp" in the capacity of the Work Center. You have to replicate these in SCM configuration before you can CIF across a Work Center capacity to become a Resource in SCM. ECC IMG > Production > Capacity Requirements Planning > Master Data > Capacity Data > Set up capacity planner. For SCM, it is IMG > APO > Supply Chain Planning > Specify Person Responsible.
