Budget availability control

Budget he has maintained suppose 200

actual he posted                          200

and reversed the document in MIGO m. type 102

Now when he releasing the budget coming the attached error

budget exceeded during derelease of SES
So please guide me how i resolve the issue

And in which t. code we can release
